A Push for Pervious Paving?

Our friends over at the Decatur Metro blog took a trip to Asheville recently and came back pondering a good question: should Decatur (as one of metro-Atlanta's most progressive burgs) be striving to make more of its street and parking surfaces permeable? Given Atlanta's recent weather patterns- where we seem to receive either too much rain or none at all- this would seem to make a lot of sense. But as one commenter points out, that Georgia red clay that so ruins the rumps of children's pants also drains rather poorly. Surely the technology exists to overcome the geology here...can't we frack it or something? [Decatur Metro]
