City Council Attempts to Regulate 'Agressive' Panhandlers

City Council recently passed an ordinance which would make those pesky panhandlers a little bit less annoying. New rules:

· Panhandlers will be be forbidden from soliciting people for money within 15 feet of a building entrance or exit.
· Panhandlers will not be allowed to repeatedly harass a person after being rejected.
· Mayor Reed says: "Everybody gets one opportunity to make a mistake without having to go to jail." But after the second conviction, the panhandler would go to jail for 30 days, after the third: 90 days.

Gee, thanks Mayor Reed and City Council for making the city a safer place.
