Mayor Reed Has a Better Plan for Panhandling (and Homelessness)

A panhandling ordinance was just passed by Atlanta City Council, but Mayor Kasim Reed's using his veto power to squash it. Why? The man's got a better plan. Although he failed to elaborate on when the new one would be released, it is known that the mystery measure would simultaneously address panhandling and homelessness, so it might be worth the wait. Also, the mayor has said that the forthcoming efforts would be "more humane and less punitive." Can't wait to find out what that means.
