In a thought-provoking op-ed, Charles Whatley, managing director of UrbanIS USA, advocates for public-private partnerships as a means to get things done in Atlanta. In Whatley's view, it's high time for the Atlanta region to "start to consider cooperative ways to finance and deliver lifeline infrastructure projects."
