Buckhead's West Village area has long been starved for parking, so neighborhood leaders are exploring the possibility of paying an apartment developer to beef up their planned parking deck for public use. The Buckhead Community Improvement District approached Hanover — the Texas company wanting to build a 351-unit tower next to the Buckhead Theatre — about adding another level to the deck.
