Business owners in Little Five Points — Atlanta's Bohemian epicenter — could form a community improvement district as early as this fall to help fund sidewalk improvements, new traffic signals and even parking decks. The idea gained steam when the city began enforcing resident-only parking on Inman Park streets, leaving many would-be shoppers with no place to park.
