As part of its ultra-swank overhaul, Phipps Plaza is plopping down $2.6 million on simple things like fresh paint, new handrails and flooring, which will surely siphon all the customers from Buckhead Atlanta. The 45-year-old fashion emporium hasn't been updated since the first George Bush was in office, so they're sprucing up the joint and adding perks like hotel-grade concierge services.
