Developers have announced a Jan. 22 ceremonial groundbreaking for the first piece of "City Lights," a multi-phase project that city officials hope will help brighten the reputation of Boulevard. Wingate Capital Partners — the owner and manager of Bedford Pine, the Southeast's largest Section 8 housing project — will build the four-story development. With 80 housing units for low-income, independent seniors, it could help mollify affordable-housing proponents, though not all neighbors are thrilled with the plans.
