Sandy Springs and Atlanta have a dam problem on their hands, after an engineering report unveiled that Lake Forrest Dam has "severe deficiencies." Before further assessment can take place to determine the best course of action, one of the three lakes the dam holds back will have to be drained; with the cities' borders running through the lake, that's going to take some cooperation. And when it comes to water, this region doesn't exactly have a track record of teamwork. [Reporter]
